and another thing…..

If planning reform was such an important part of our agenda, why did we not have a draft piece of legislation ready to go for the moment we got into government? Or did we never think we were ever going to get into govt.?

More importantly, if the key piece of the reform was changing the phrase “have regard for” to read “be consistent with” then why was this quick reform not the first order of business of the new Dail.
